WINOC has been applying its quality improvement and planning expertise to the benefit of northeast Ohio school districts for over five years. With the encouragement of State Superintendent of Instruction Dr. Susan Zelman, many school districts have been seeking to apply the Malcolm Baldrige National Quality Award Education Criteria for Performance Excellence. It is WINOC's expertise in Baldrige-based assessment and planning that has been the genesis and cornerstone of WINOC's Advisory Services for Education practice.

School Technical Assistance using the School Improvement Rubric (SIR)

WINOC has developed a School Improvement Rubric (SIR) for use in a short-cycle, Baldrige-based school technical assistance process. See the sidebar for an overview of the Rubric. Leadership Development

WINOC offers many services and programs relevant to leadership development. Specific to education, WINOC is engaged in a unique leadership development program at Lakewood City Schools in partnership with Ashland University Telego Center for Educational Improvement and the Center for Leadership in Education. Public information about the program, as presented to the Lakewood City Schools Board of Education, can be found at www.LCS.winoc.org and Lakewood's press release about the program can be found here.

This leadership development program is unique in a number of ways:

  • It is aimed at the entire, diverse team of administrators.

  • Leadership assessment and development is customized around the actual duties of the various administrators.

  • Leadership performance coaching is provided to help administrators stay accountable for their own leadership development.

  • Individual leadership development plans are short-form leadership development contracts with themselves.

Education and resource guidance is also provided.

Strategic Improvement Planning

WINOC has integrated the requirements for Strategic Planning and Continuous Improvement Planning (CIP) into a "Strategic Improvement Planning" model.

WINOC can take a District or Building Leadership Team through this model in a series of three planning workshops resulting in goal setting over a three-year planning horizon. This methodology is proven with districts, buildings and central office departments.

Baldrige Criteria Services

WINOC's Baldrige related services include the following:

  • Comprehensive on-site Baldrige assessments.

  • Ohio Award for Excellence Application support.

  • Baldrige feedback action planning facilitation.

  • Baldrige training.

Further, WINOC has developed a Baldrige alternative for school buildings involving technical assistance utilizing an improvement maturity rubric. This approach is user-friendly, fitted to buildings, short-cycle and supported by training materials and a "question bank." [See sidebar.]

Data Management Planning

Schools tend to be data-rich with student demographics and student achievement data, but data-poor with other organizational performance data, including Baldrige Education Criteria Results. WINOC can help clients develop the vital few measures/indicators that will tell them that the interests of their key stakeholders are being served and that their critical processes are performing well... a ka  'balanced scorecard.'

Quality Improvement Training

WINOC has/can/will provide training in areas of Baldrige Criteria training, teamwork, leadership development, quality tools and labor-administration cooperation. WINOC also trains Technical Assistance Teams (TATs) in the use of the School Improvement Rubric (SIR) as well as training TAT Leaders/Captains in the technical assistance process using the SIR.

WINOC's provides standard's based Program Evaluation services. In WINOC's approach Program Evaluation means answering three questions. Will the program/initiative succeed? Is the program/initiative succeeding? Did the program/initiative succeed?

The

School Improvement Rubric

Under contracts with the East Regional School Improvement Team (ERSIT), and subsidized by WINOC, WINOC has developed a School Improvement Rubric, with tools and training materials to support its application.

The Rubric is a four-tier rubric based on the Baldrige improvement model... systematic approaches, fully deployed, beget results.

The Rubric has 19 sub-dimensions within 7 dimensions of school building performance: Leadership, Planning, Student Learning, Learning Partners, Human resources, Curriculum & Instruction and Support Processes.

A short cycle Technical Assistance Team (TAT) support infrastructure process has been designed for optimal application of the Rubric... TAT training to School Leadership Team goal-setting can be accomplished in as little as five-days.

Uniquely, a Question Bank tool accompanies the Rubric so that its application is not fully reliant on use and availability of 'experts.'
