WINOC has a long history of working with Government Agencies. Since the 1980's WINOC has operated the Northeast Ohio Center for Labor Management Cooperation with funding from the Ohio Department of Development (ODOD) Ohio Labor Management Cooperation Program (OLMCP). Since the mid-1990's WINOC has been working with Ohio Department of Transportation (ODOT) Districts and Divisions on the Baldrige Assessment component of QStP (Quality Services through Partnership) strategic initiative. Since the late-1990's WINOC's work with school districts has spread to Ohio Department of Education (ODE) Regions, Educational Service Centers (ESC's) and County Boards of MR/DD (Mental Retardation and Developmental Disabilities). Key to WINOC's Strategic Planning model and WINOC's Total Quality Management approach is assessment. WINOC has extensive assessment experience. A number of WINOC experts have comprehensive Baldrige assessment experience, haven served as Baldrige examiners at the national and state level. WINOC has developed its own interviewing-based Baldrige assessment approach that does not require an Application and is very short-cycle compared to the Baldrige/OAE approach. WINOC's Baldrige related services include comprehensive on-site Baldrige assessments, Ohio Award for Excellence Application support, Baldrige/OAE feedback action planning facilitation and Baldrige training. WINOC has a number of Education and Training offerings to support our work with government agencies, from quality tools training to management training/leadership training. Click here for details. WINOC operates the Northeast Ohio Center for Labor Management Cooperation (NEOLMC) as part of the Ohio department of Development's Ohio (ODOD) Labor Management Cooperation Program (OLMCP) Please visit the Center at www.neoclmc.winoc.org. WINOC has worked with clients in the area of leadership development in a number of respects. We work with leaders on visioning and goal setting.. Our labor management work emphasized cooperation of agency and union leaders. We have a long history of providing team leader, supervisor, manager and leadership training. We work with company executives as coaches, as many of WINOC's Advisors have themselves been top company executives. WINOC's provides standard's based Program Evaluation services. In WINOC's approach Program Evaluation means answering three questions. Will the program/initiative succeed? Is the program/initiative succeeding? Did the program/initiative succeed? Strategic Improvement Planning WINOC has integrated Strategic Planning and Operational Planning into a "Strategic Improvement Planning" model.
WINOC can take an Agency's leadership team through this model in a series of three planning workshops resulting in goal setting over a three-year planning horizon. This methodology is proven with many WINOC clients across business, education and government sectors. WINOC's TQM approach with government agencies involves working with them to continually improve at the three levels of organizational performance: the work level where value is created and problems solved, the process level where created value is delivered to customers and the strategic level where organizing, planning, deciding, strategizing, managing, etc. happen.
